The CISCO bot was brought to life when Sam Witwicky dropped a piece of the AllSpark. Along with his fellow Appliancebots, he tried to attack Sam but was blasted by Bumblebee for his troubles. Revenge of the Fallen

This robot transforms into a Linksys by Cisco WRT610N Wireless Router, with the Cisco logo greatly enlarged (presumably to increase legibility on screen).
When Sam is picking up the shard in the kitchen you can see that CISCO Aironet hanging where it originally was.
Why is there a wireless access point in the Witwicky kitchen? (Hint: To sell CISCO Aironets.)
